In Mexico City, the federal government offices of Communications and Transportation (SCT) gave an announcement that three groups were successful in presenting their proposals for the new Tulum Airport.  This new international airport is speculated to have large impacts on this region of the Mexico real estate market.

The three organizations that presented their documentation were Grupo Mexico & Grupo Aeroportuario del Pacifico; Tradeco Infrastructura, Corporacion America & Señor Haig Gulesserian Damlamayan; Aeropuerto de Cancun y Servicios Aeropuortuarios del Sureste.

Notary Public 153 served as witness of the process.

In the next 18 days, the government will be analyzing the proposals to ensure the technical requirements are fulfilled.  After which, those that comply will continue in the process of the cost analysis.

On April 25th, the proposals for the Tulum airport will be presented, after being postponed three previous occassions.  The bidding process  by the SCT Secretaria de Comunicaciones y Transportes (the Mexican federal offices of Communication and Transportation) presided by  Dionicio Perez Jacome is overseeing this Riviera Maya project.

The presence of German Larrea of GMexico and Fernando del Bosque GAP as well as Federico Martinez  of TRADECO is expected.  The only one that for sure will not be there is

Fernando Chico Pardo of ASUR who was Banned from the Bidding by  the Federal competition commission even though ASUR has presented a reconsideration recourse.   This represents a $350 MM USD investment to the Tulum real estate region as well as bringing in the interest for the area´s tourism and development, we will see what the Easter Bunnie brings to the Tulum regions at this time.

Some updates for the Tulum real estate region.  The new international airport has been causing much attention to this little village along the Mexican Caribbean.  The latest news on this subject is that ASUR, the airport operator for the Cancun airport and Cozumel airport is out of the bidding for the construction and operation of the Tulum Airport.

Due to the fact that having the same company operating two major airports (Cancun-Tulum) ASUR has been eliminated from the bidding process.   The grounds for the elimination is based on the objective of offering better incentives, prices and offers to the end user.  By having the same operator, the natural competitive factors would be extinguished, therefore ASUR is no longer a bidder for the contract of construction and operation of the Tulum airport that will be granted on May 9^th,2011.

The Playa Del Carmen and Riviera Maya visitors will benefit from this decision taken by the CFC (federal competition commission).  Those who have purchased and will be purchasing Tulum real estate and second homes will benefit from various options and better prices  by having two different companies to compare in regards to fares and services when flying into and from this Mexico real estate region.

About 22.6 million tourists, 80% of them from the United States and Canada, are expected to have visited our Mexico real estate region by the end of 2010.

As of September, inbound tourism was up 18.8% compared with 2009 (the worst year on record) and 6% better than 2008.

Arrivals from Canada are up almost 22% over 2009 and 32% over 2008, with 1 million air arrivals this year.

And, despite the much-publicized bankruptcy of Mexicana Airlines earlier this year, air arrivals from the U.S. were up 15% compared with 2009.

The growth in visitors from other countries is even greater. Italy is up 22%; Germany, 18%; and Brazil, 94%.

Mexico real estate on the island of Cozumel is soon to benefit from another direct flight option to and from Chicago, one of the main cities for flights heading to Mexico.

The new flight will be offered by American Airlines, and officials in Cozumel are expecting that it will generate an increase in tourist numbers to the town of Cozumel.  The mayor-elect of the municipality said that the flight from American Airlines was created both to meet the demand of vacationers from the Midwest and to help promote Cozumel in that part of the country..

In addition to increased tourist numbers to the island, the new option will benefit anyone from the Midwest who chooses to buy a Mexico home on Cozumel, offering increased travel convenience for visits back home, or friends and family joining Cozumel residents for vacations.

In general, an increase in tourism will also benefit Cozumel real estate by offering increased services and activities.

The flight is scheduled to begin on February 12, 2011, and the municipal government also includes plans to follow up on the new flight option by working with tour operators and airline management, always in view of increasing visitor arrivals to the island of Cozumel. The flight will connect Cozumel and Chicago on a weekly basis.

In early October, 2010, Mexico’s Ministry of Transport (SCT) started the process to obtain environmental permits for the construction of a new expressway bypass for Tulum, which includes a short extension to the future of the Riviera Maya International Airport, about 8 miles out of town.

This project is considered the most ambitious in the area since 4 lane Cancun-Tulum highway was completed, both in the amount of funds invested as the strategic importance this project will hold for the future development of Tulum real estate.

The new bypass will hold 2 specific benefits for those buying real estate in Tulum.  One is that it will benefit those investing in Mexico land along the Tulum-Coba highway.  The new airport will be located along this highway, and the bypass will intersect with the existing highway just south of the airport.

Several eco-friendly lot developments, such as Los Arboles, and other such projects are located in this area, and will gain more direct access to the Riviera Maya, the stretch of beachfront running north form Tulum through Playa del Carmen to just south of Cancun. Along this stretch, there are a number of golf courses, culture, history and nature focused theme parks, marinas, out-door adventure areas and large shopping centers.

The other area to benefit will be the town center.  As Tulum grows, the municipality aims to preserve the small-town atmosphere which currently draws many visitors, and makes Tulum a prime choice as Mexico retirement community.  The bypass will mean that through traffic and the increasing amount of visitors arriving to the new airport will not be unnnecessarily congesting the town center, helping to preserve this atmosphere.

The expressway section of the bypass will be 26 kilometers (16 miles) long and the branch to the future airport will be 5.6 kilometers (3.5 miles).  The speed limit will be 110 kilometers per hour (70 MPH).  SCT estimated the investment required for project to be a total of 1.425 billion pesos (120 million USD).  The project is part of a larger urban development plan (PDU) which is projecting a population of over 180,000 in Tulum for the year 2030; the current population is less than a third this amount.

PUERTO VALLARTA AIRPORT ANNOUNCEMENT

Grupo Aeroportuario del Pacífico (GAP), which operates Puerto Vallarta’s International airport, reported an increase of 12% in passenger traffic in Puerto Vallarta Mexico for the month of June 2010. GAP informed that the new flights to Puerto Vallarta are a [positive] material event to its financial statements for 2010 and beyond. There are now 28 airlines flying into Puerto Vallarta.

Cozumel stands out from the majority of Mexico real estate since it is an island.  For some buyers considering Cozumel real estate, this may raise the concern of transportation to and from the island.  However, both international transportation and getting to and from the mainland are actually relatively easy processes.

During the week of June 28 – July 4, 2010, 37 flights were scheduled to land in Cozumel, from national and international destinations, carrying a total of over 5,500 passengers.  For any Mexico real estate market whose prices are influenced by non-Mexican demand,  airports and flights are one of the top factors of influence.  This is great for the Cozumel real estate market.  Direct flights arrive from and leave for many North American destinations on a daily basis, including Atlanta, Houston, Chicago, Dallas, Charlotte, Toronto and many more.  The prices for direct flights are comparable to that of other beachfront destinations in Mexico, with a round trip to Dallas costing about $600.  Flights with stop overs can be found for as low as $400.

Travel to and from the Mexico mainland is also made fairly easy.  The ferry to Playa del Carmen takes only about 45 minutes and leaves every hour on most days.  A one-way trip costs about $10.  Along the way, you can enjoy cold beer, snacks and often live music.  The ferry lands right next to Playa del Carmen’s Fifth Avenue – the main tourist area – and to a taxi stand where you can get reasonable fares to many nearby locations.

Direct flights from local airlines to nearby locations, such as Cancun and the beautiful colonial city of Merida, can also be found for very reasonable prices.

While visiting all the beautiful areas on the Yucatan peninsula and other parts of the Mexico real estate region, it is certainly worthwhile, and will catch your interest, as you settle in Cozumel, you won’t find that you’re eager to get away anytime soon.  The beautiful nature, Mayan pyramid sites, the coral reef – which can be visited scuba diving – the oceanfront activities, such as snorkeling, sailing and fishing, will be enough to keep you busy, not to mention just relaxing on the beach, or in your dream home.

In order to consolidate the Merida international airport as one of the best in the Mexico real estate region, in June 2010 authorities announced that the Asur, operator of the airport in Merida as well as in Cancun and other locations, will invest 280 million pesos (approx. $22 million U.S.) into upgrading the terminal over the next five years.  For Yucatan real estate buyers, the new investment will mean ongoing comfort for travel to and from home, as well as improved services for tourists, supporting the area’s tourism industry.

The chairman and CEO of Asur, Fernando Chico Pardo reported that the planned works, will be added to those carried out up to 2009, which incurred expenses of 455 million pesos (about 40 million U.S.). The remodelling and expansion activities in Yucatan include work in the boarding corridors, an expansion of 100% in the waiting rooms for boarding and the creation of a centralized area for checked baggage with high-efficiency technology.   A new area for culture and art, which will add to the existing one, considered one of the best in the country of Mexico.

With a 8.5 percent growth in passengers and operations over the past month, the Merida International Airport has become a national example for Mexican airports, and the announcement of this new investment will continue to develop world-class services for residents of Yucatan.

The Tulum real estate market is growing as fast as a vine in a jungle.   I went out this past week to see how the Aldea Zama project was progressing.  “PLEASANT SURPRISE”.   Tulum is a small village still.  There are not many options to choose for condos or for homes yet when you review the Mexico real estate market in comparison to this region there are some exciting potential in this southern tropical paradise.  Especially with all the buzz in the past 3 months with the President of Mexico making announcements of the International Airport regarding the nod of approval from the federal offices to proceed in this mega project and investment into this small little Mexican Caribbean village…. the Tulum real estate is showing great appreciation potential.  Look at the progress of this residential community in the film below.

As all news regarding the construction of a new international airport affects the Tulum real estate prices, I have been following closely any updates in the past days.  The latest is that Humberto Trevino, Secretary  of Transport of the SCT, said there are 8 groups interested in participating in the bidding process for the  construction and management  of the airport in Tulum, a project with an estimated initial investment by 2000 700 million pesos. Potential participants are five nationals and three foreign firms.

The official explained that the contractors elbowing to get into position for the construction are Grupo Aeroportuario del Pacifico (GAP), Grupo Aeroportuario del Sureste (Asur), Grupo Aeroportuario Centro Norte (OMA), and ICA and Ideal. Foreigners who expressed their interest include the Spanish Abertis, Batiment Boouygues gala and the Australian group Macquarie.

According to the process, June 25, 2010 is the deadline for interested parties to register and deliver the documentation, on July 26, participants must submit a favorable opinion of the Commission and the Federal Competition November 15 will be the deadlines for the technical and economical proposals, and finally at the end of January 2011,  the winning bid is to be announced.  During this time period, as might be expected, the Tulum real estate region is reflecting a higher increase of world wide attention.  Write to me or call me, and I can share some interesting properties that will have very interesting advantages with the Tulum airport events.

Public bidding to initiate the process and grant the concession to build, run and manage the RIVIERA MAYA INTERNATIONAL AIRPORT is underway.  As noted before, the Tulum Real Estate market will receive extraordinary benefits from the introduction of these mega operation and runways.

In an official publication and release  SCT/DGAC/ARM/2010  the SCT
(Federal Communications and transportation Administration) announced on Tuesday that the Bidding has now been published in the official paper.

The new Tulum Airport is

expected to receive 700,000  passengers the first year and to reach 3 million pax in its third year, the concession will be granted in the “Greenfield” modality meaning that it will be from scratch. It will be sitting on a 1500 Hectare of green area.  Runway of a length of 3,450 Meters, operating platforms,  control tower, access roads, fuel stations among other equipment.

• The travel time from the airport to hotels in the Riviera Maya will be reduced.
• The concession is for the next 50 years including the construction time.
• Projected passengers is estimated at 700,000 in the first year of operation
• The Tulum airport Concesion will exist for a period of 50 years

The Base of the Public Bidding for the Riviera Maya Airport will be published on May 11^th as confirmed by the SCT Sub secretary Humberto Treviño Landois.  The Tulum real estate market will benefit tremendously from such a scenario.

The Base document was approved in the general meeting this week, there are still some minor observations and adjustments to be made in the body of the text that will be ready  by Tuesday.

The Tulum Airport will require over 300 Million USD of investment, the goal is to publish the results on December 23rd of this year.

80 % of the land has been secured and the remaining 20% is being negotiated with the Local  Government, the land being negotiated  is for the access and for the head of the landing strip.

There have been some minor adjustments to the bidding base such as the regulatory schedule for tariffs in the midterm to be made in the  6^th year of operation in place of the 5^th as in most airports.

We shall know On Tuesday May 5, 2010.

This  certainly gives a boost of confidence to  the Chemuyil, Tankah, and Sian Kaan and Tulum real estate markets.

The Tulum real estate market has received a large doses of adrenaline.  With the presence of President Calderon the Federal Government announced the start of the bidding process for granting the winner of the contract for the airport in the Riviera Maya.  It is estimated that in its early stages, this airport will accommodate 3 million passengers a year, more than Puerto Vallarta, Toluca and San Jose del Cabo.

Currently, the Riviera Maya has 37,000 rooms and a steady stream of tourists that generate foreign exchange and a generator that has driven the development of the region, informed the Governor of Quintana Roo, Félix Arturo Gonzalez Canto.

“This is the kind of strategic projects that clearly demonstrates the confidence that exists in Mexico and Quintana Roo”, quoted the president.  The work will require an investment of 3,200 million (pesos) and be the first airport project in Mexico that is done through a full grant.

During the presentation, Minister of Communications and Transport (SCT), Juan Molinar Horcasitas, said that the airport will operate as a hub (center for international connections).

He emphasized that the work is planned in detail and care: for the environmental, economic and regional development.   The hotel and the Tulum real estate industries will definitely benefit from the announcement and from the start of this mega project.

The president said that the project will also include the preparation from the grant schemes,  for two stretches of highway.  The first road will extend from  Nuevo Xcan to Playa del Carmen, and the second will be the Playa del Carmen Libramiento that have an investment of around 1,500,000 pesos.

The word is out that President Felipe Calderón will on Monday, announce the bidding for the construction of the new airport for the Tulum real estate market.  With investment of over three billion dollars, is considered one of the great works of the President’s term and final detonator for the Southeast economic region of Mexico, as announced yesterday by the Governor of Quintana Roo, Felix Gonzalez Canto.

This will be one of the most important announcements to affect this growing region of the Mexico real estate market this year.   This major infrastructure investment, which has been delayed for various reasons over the past three years, will be developed upon land in the new municipality of Tulum.   The international airport is to be  located  on the recently renewed Tulum – Coba Hwy.

While the new airport represents an initial investment of three billion pesos, an estimated additional works will require a similar investment for service facilities such as gas stations, maintenance workshops and operating centers and business offices will work in the area, this  translates into Tulum real estate opportunity.

According to the state  government, when the work enters its most important construction phase, it will generate a demand of 50 thousand workers, in addition to architects, engineers, technicians and other professionals and indirect jobs.

The Riviera Maya had in 2009, 2.8 million visitors, the government estimates that by 2025 the figure will grow to 17.9 million, Cancun now gets 12.6 million tourists, and has no place to grow, whereas the number of rooms in the Riviera Maya is estimated to increase from 37 ,600 up to 110 thousand over the next 15 years.

We shall see on Monday how it happens and should feel the immediate reaction of investors, stay tuned.

Working in the Tulum real estate industry, we need to keep a close eye on activities, on news, on events that will effect the market.  We are a small town, but with the natural attractions of the Caribbean beaches and cenotes, it has become one of the regions most observed for its appreciation potential.  In the past several months, many people have asked me about the latest information regarding the Tulum International Airport and how this will play upon the market.

 
What I can tell you is that The state government through its transportation and infrastructure Secretary is pushing the Federal Government to publicize the licitation results of the contract for the month of February. 

The secretary has stated that it is a very important project for Quintana Roo and it is a Federal government concession.  Furthermore the Secretaria de la Reforma Agraria, (which is the entity that regularizes the tenancy of National lands and ejidolands) has secured adjacent parcels to provide the certainty that the project requires.

The Secretary has also informed that the Chetumal Airport landing strip will be expanded by 800 M to raise it to international standards. 

The future of Quintana Roo, the Mexican Caribbean, and specifically the Tulum real estate market is looking very bright.  Many people have already invested into the region while the prices have been more than 35% less than like properties in Cancun for example.  But given the rapid real estate growth witnessed the past five years in the Playa del Carmen real estate market, these investors are betting that Tulum will repeat the trends and possibly have an even stronger growth rate.

North Americans with Mexico homes in Chapala, Ajijic and the rest of the Lake Chapala Real Estate area enjoy the convenience of being only a 40 minute drive away from the Guadalajara International Airport.  The airport is the busiest of the 12 operated by the Grupo Aeroportuario del Pacifico (GAP), followed by Tijuana, Puerto Vallarta and Los Cabos.  For residents of Chapala, and for North Americans considering buying Lake Chapala Real Estate, this statistic means a lot of options for direct flights back home at reasonable prices.  GAP’s continued expansion, investment and improvement of the airport guarantees continued excellence of services.

The group has recently announced a new investment plan for 2010-2015.  While the details have not yet been released,  the GAP’s investment in all of its airports between 2004 and 2009 was about 300 million dollars.

One official said that GAP is expecting conservative growth in 2010.  Passenger numbers had dropped in 2008 and 2009, due to the international recession and high fuel prices.  The final numbers for 2009 will probably be around 7.2 million passengers, equivalent to what occurred in 2005.  The growth in 2010 is not expected to be as strong as in 2006, 2007, but it is nevertheless a positive outlook for the Lake Chapala Real Estate area, meaning renewed increase in service, and it is a reflection of the continued interest North Americans, which is already a significant, established community in the area, have in both visiting and living in the area.

The rebound of passengers will begin this November, with the arrival of a healthier number of North American visitors to several airports operated by GAP.

A more immediate investment planned for Guadalajara International Airport is an on-premise bus station.   An investment of 2.5 million dollars is planned, and the station would occupy an area of 1,000 square meters in which there will be six platforms. 

For North Americans residents of Chapala or Ajijic, the new bus station will mean two things.  One is that continued improvement of the space use and organization of the airport and smooth traffic flow. Also, for anyone who happens to be taking the bus, the new terminal will eliminate unnecessary stops – it will include express services to key destinations – and provide direct service from more bus lines.

Also worth noting is that a new air line will be providing service to the airport in the near future.  The airline is FBO, which focuses on private flights, and has recorded 500 operations per month.
