Locals are friendly, and many speak English. However, if not, they will be patient and friendly. It will be easier, though, and kind of you if you learn a little Spanish.

Mazunte is also very quiet. However, the average age of people there is much younger. Both towns are tourist places, and there is not much to see or do around speaking about cultural and artistic activities.

Oaxaca has a very affordable cost of living in all senses. You can live for half the money or even less than in the US or Canada. As for mobility, you can move around some places just on foot. If you want to travel back home, there are two international airports in the state. One is in the city of Oaxaca and the other in Huatulco.
