The Playa del Carmen Real Estate market has slowed down when comparing the Spring and Summer to the previous years activities. It is interesting to note that here in Playa del Carmen we have seen several years with appreciation rates in key neighborhoods above 15%. Now what is interesting is that many developers and brokers have noticed movements in the market coming from National buyers. People are stating that 70% of their sales are Mexican versus 30% now coming from non-Mexicans. We do have an interesting quantity of non-Mexicans who have seen what has occurred in their home country markets where decreases in market values can hover around 15% - 30% and many of these people expect to see similar reductions in the Mexican markets. But, the first three quarters of 2009 has not copied these decreases to the same extent, the market is soft, but some property rotation and transactions are keeping the sellers with hopes that this winter and spring will bring another new breath of air into the region. At the end of 2009 I see it remaining slow, 2010 depending on the tourism re-activation it should spur more real estate activity which will slow as in previous years during the last semester of 2010. In 2-3, and 5 years, I see a very strong demand which I explain in more details below. In my opinion, Playa del Carmen has 5 – 10 years of continued high population growth. As many of you understand, population growth is one of the major factors that influence the market value of real estate. Recently, the state government made an announcement that economic activity within Quintana Roo is the highest or one of the highest for all of Mexico hovering near 7% thus far for 2009 in spite of the fact that the majority of states are witnessing negative growth. And in regards to tourism and the real estate industry, Quintana Roo is at the top of the list of revenue generation of which reason large amounts of public and private monies have been invested in only the past 12 months into large infrastructure projects throughout the Riviera Maya. 5 major bridges along the highways leading from the Cancun airport through Playa del Carmen, down into Tulum have been constructed during this past spring and fall. And only a month ago, another major project has been approved within the Playa del Carmen municipality to build a "second floor" highway to ease the flow of traffic coming from the Cancun-Tulum highway and the flow coming from the avenues connecting the west and east side of the city. Hospitals? Two years ago a Spanish operator opened up their doors in Playa del Carmen, another major public hospital is within 6 months of opening their doors, and now another private group with funding from the US is in the process to open up their clinic and hospital to specialize in Cardiology and Diabetes. The opportunities that TOPMexicoRealEstate is finding for our buyers and our investors are from being able to find individual urgent sales. Some individuals or organizations that have over extended themselves (many times it could be Americans with a second home in the region), are willing to take prices that are equivalent to the market value 2 or 3 years ago. These are great opportunities if you take into consideration that we have seen 10% appreciation jumps for several years. This is a lull in the market, or a dip in the market which investors need to evaluate if they feel that our region will either a) remain stagnant for the next 2 or 3 years, or b) feel that the same growth which was seen over the past 10 years will return and continue over the next 5 years. In Cancun over 20 years ago there was an explosion of growth where today it has reached a population of over 1 one million people, in Playa del Carmen there has been an explosion of growth over the past 7 years and today it has a poulation of a rough 200,000. Tulum was just starting to see the start of a repitition of history with their own explosion. So in my opinion, the odds are in the favor of a buyer of real estate so long as the buyer is able to see beyond 1 or 2 years.3. In 2009, the key buyers have been Mexicans and major developers have been Spanish. They are leading the investments all along the Mexican Caribbean. The director of marketing of the Association of Hotels and Tourism Business, Javier P ez, made the announcement on the weekend of July 24 Although the average for the first three days of the week are somewhat lower than last year, on the weekend the 13th to the 19th, hotels enjoyed 75 % occupancy, with 56,404 tourists, which is a 23% increase from last year The percentage has dropped slightly, because of an increase in hotel rooms available, but actual numbers have still risen P ez noted that the near 100% occupancy on the weekend of July 24th indicates that Mazatlan tourism is overcoming both the crises recently encountered - the economic crisis and the flu crisis The losses have been limited, and recuperation is well on its way.
While the signs are definitely good, the fact that tourists are making far more last-minute reservations this year than last year is still a point of concern for the tourism industry A large number of tourists are making reservations just before they arrive, or simply arrive without reservations Reservations may be at 60% of capacity, and just three days before the weekend arrives, suddenly the numbers jump to almost 100% The downside is that the low numbers only days before the weekend has prompted hotels to offer substantial last-minute discounts, which in turn impacts the hotels' total incomes, which should be maximized during this high season.
Mazatlan has an advantage over destinations such as Cancun and Los Cabos in the fact that there is direct, easy highway access from central Mexico, especially Mexico City; the summer high season brings a larger number of tourists from within Mexico This means that vacationers can arrive without the process of booking plane tickets, increasing the possibility that it will reach capacity by last minute vacationers.
The fact that Mazatlan has reached 100% capacity on key summer weekends is a good sign, showing that Mazatlan will be ready to welcome healthy numbers of international tourists when the winter high season comes around. For the Mazatlan real estate market this indicates that one of the key markets in this city's economy is on its way to complete recovery and is emerging from a double-crisis strong and ready to keep moving upwards As the Mazatlan real estate prepares to do the same, this may be a good time for buyers to contact a reliable broker and take a more serious look at some of those excellent price-reduction deals.

Since 2001, the Mexico real estate market along key nautical points on the Sea of Cortez and the Pacific coast of Baja California, have been anticipating the benefit of a newEscalera Nautica project a project which was created to improve the infrastructure of the marinas in the Sea of Cortez/Baja California area, increase the number of nautical centers, and overall increase the appeal of nautical tourism in this part of Mexico. As the plan develops, marina traffic will increase, and regions such as the Mazatlan real estate and La Paz real estate markets will probably see an increase in property ownership and rentals convenient for yacht owners.
Up until this year the project has been implemented mostly by investment from FONATUR (Mexico s program to develop and promote tourist destinations that have greater potential) and state and regional governments. The project, which is just concluding its first phase, already includes 8 marinas. It is expected that several of these marinas will introduce new Mexico homes and condos and possibly golf courses to complement the marinas.This year, as the project enters its second phase, FONATUR has decided to seek a greater amount of private investment for the project, selling some of the marinas, and for others giving concessions either completely or in parts, in order to move the project ahead more quickly and help continue stimulating the growth of nautical tourism in this area.
Juan Manuel Galarza, the General Director of FONATUR s department responsible for ports, confirmed that FONATUR is currently in discussions with the investment bank, Merryll Lynch. The bank is considering taking responsibility for promoting the new strategy and finding corporate investment. Galarza stated that FONATUR is investigating its options and determining which marinas will be better to sell and for which ones concessions will be given. He emphasized that the project has not been cancelled, but is simply increasing its investment base.
Galarza also noted that the process of finding investors will move ahead little by little, in consideration of delays which the project has encountered and of the current recession. On the other hand, FONATUR has already been approached by various Mexican and foreign companies interested in being involved in the investment. While the names of the companies still cannot be released, Galarza is confident that deals will be underway before the year s end.
The project has plans for 24 nautical stopping points; of these 8 have been completed and are functioning completely. Other than Mazatlan, marinas have also been completed in Puerto Escondido, La Paz, Santa Rosal a, San Felipe, Guaymas, Puerto Pe asco y San Blas. Likewise, two more are under construction in Topolobampo y Santa Rosalita. The current investment totals about 35 million dollars (500 million pesos); in order to move the project ahead a faster rate, the further investment sources will be necessary.
Although slow, the project has been successful so far in terms of bringing maritime tourism to the marinas, generating economic activity in these areas. The Sea of Cortez / Baja California area offers a lot in terms of tourist destinations. The area is rich in natural beauty, and in biological diversity; one example of this is that these waters include breading areas for grey whales, whale sharks and sea cows.
By 2014, the project aims to offer its benefits to 50,000 private boat landings and about 5,300,000 tourists and to create 29,000 permanent jobs. Besides the economic benefits, new marina real estate will also become available as the project continues. Mazatlan s marina has already brought increased tourism; as the new investment allows the project to grow, travelling between ports will become more convenient and marina traffic will continue to increase in Mazatlan. An increase in Marina tourism can only be good news for Mazatlan real estate, bringing more possibilities and opportunities into the market.
